The Head of the Upper House of the Afghan parliament says the international community does not want to improve the security situation in Afghanistan.

Sibghatullah Mojaddedi said on Wednesday that the international community is able to target the al-Qaeda and Taliban leaders but refuses to do so.

He also claimed that Pakistan's Inter-Service Intelligence (ISI) is involved in the insecurity in Afghanistan to a great extent. Mojaddedi says as long as the ISI cooperates with militants, Afghanistan will not see peace.

Mojaddedi served as the first president of the Islamic State of Afghanistan after the fall of the communist regime in 1992.

Recently he was elected as the leader of the legislature's 102-seat upper house, the Meshrano Jirga, for a 5-year term, and is also chairman of "National Commission for Peace in Afghanistan."

Although links between the ISI and militants are widely suspected, it is rare for senior Afghan officials to talk publicly about links between the ISI-Militant relations for fear of damaging possible cooperation with Pakistani authorities.

The ISI has rejected allegations that it has links with the militants or that it supports them.

Washington has failed to deliver on the regional strategy it promised following the 2001 invasion of Afghanistan.

Thousands of Afghan civilians have been killed in the nine years since the occupation of the country, which was claimed to be aimed at wiping out militancy and bringing peace to the population.
